SUBJECT: FY21 502(f) PERSTEMPO guidance
1. References:
a. INNG People Strategy dated Jan 2020
b. USC 502(f)
2. The Indiana National Guard's response and the efforts of the INNG Servicemembers
to the COVID19 pandemic has been remarkable at all levels. The operations our
Soldiers and Airmen have conducted have helped save lives and livelihoods of our
fellow Hoosiers. Your commitment and tireless work is to be commended, and is
recognized and appreciated throughout our State and Nation. Your efforts optimize the
Citizen Soldier and the purpose of the National Guard.
3. The resurgence of the positive cases of COVID-19, while anticipated, show that
there is still lifesaving work to be done, and the INNG may be called upon to assist our
fellow Hoosiers as part of the Governor's response in this state of emergency. While
we do not have influence on the virus' impact, we to have the ability to adjust
PERSTEMPO to help balance the many demands you face.
4. In keeping with our commitment to you through the INNG People Strategy, if you
have already conducted 30 days or more of COVID-19 response duty in a 502(f) order
status from 1 October 2020 until our mission is complete, then I am allowing you, the
individual Soldier and Airman, to make the decision if you will be attending annual
training this year with your unit. I want each of you to have full flexibility in your decision
with what is right for you without ramifications. I understand there will be impacts and
risk to major training events this summer, and that is a risk I am willing to assume to
manage PERSTEMPO.
a. Communicate your intent to your unit in a timely manner for planning and
resourcing:
-
Attend FY21 annual training
-
Not attend FY21 annual training
-
Attend a professional military education course in lieu of annual training
5. I again want to personally thank not only the Servicemembers who have been a direct response to COVID-19, but all lNNG men and women for their flexibility and dedication to our State and its citizens.
